What Is a Safety
Standards Certificate?

A Safety Standards Certificate (SSC) is an official Ontario document confirming your vehicle meets minimum safety standards at the time of inspection. It is issued by a licensed Motor Vehicle Inspection Station after the vehicle passes a standardized checklist set by the Ministry of Transportation.

This is not an opinion. It is a pass-or-fail inspection based on specific criteria. Every item on the checklist has a defined threshold. Either the vehicle meets it or it does not.

When Do You Need a Safety Certificate?

You Need One
Selling a vehicle privately
The seller must provide a valid SSC. Without it, the buyer cannot register at ServiceOntario.
Transferring ownership
Any change of registered owner requires a current safety certificate.
Plating a used vehicle
Vehicle been sitting unplated? You need a safety before putting it back on the road.
Bringing a vehicle into Ontario
Vehicles from another province or country need an Ontario safety inspection before registration.
You Do Not Need One
Buying from a dealer
The dealer handles the safety as part of the sale. You do not need to arrange one yourself.
Registration renewal
Renewing your sticker with no ownership change does not require a safety certificate.
Buying from a private seller?
Make sure the seller provides the SSC. Without it, you cannot register the vehicle in your name at ServiceOntario.

What the Safety Inspection Covers

The Ontario safety inspection checks every system that affects safe operation. Each item has a defined standard. These are not judgment calls. The inspection takes about 1 to 1.5 hours.

How much does a safety inspection cost?
The inspection fee typically ranges from $100 to $150. This covers the inspection itself. If repairs are needed to pass, those are quoted separately. We always explain what failed and why before doing any work. Call 289-200-3259 for current pricing.
How long is a safety certificate valid?
A Safety Standards Certificate is valid for 36 days from the date of inspection. If you do not transfer the vehicle within that window, you will need a new inspection. Plan your timing around when you expect the sale or transfer to happen.
What fails a safety inspection?
The most common failures we see are worn brake pads, tires below the 2mm tread minimum, rusted or leaking brake lines, worn tie rod ends, cracked windshields in the driver sightline, and exhaust leaks. Structural rust on frame components is also common on older vehicles that have spent years on Ontario roads.
Do I need a safety for a private sale?
Yes. In Ontario, the seller of a used vehicle must provide the buyer with a valid Safety Standards Certificate. Without it, the buyer cannot register the vehicle in their name at ServiceOntario. This applies to all private sales - no exceptions.
Can I drive without a safety certificate?
You can drive a vehicle you already own and have plated without a current safety certificate. The certificate is only required at the point of sale or ownership transfer. However, your vehicle must always be roadworthy. Driving an unsafe vehicle is an offence regardless of certificate status.
What is the difference between a safety and emissions test?
Different things entirely. The safety inspection checks physical and mechanical condition. Ontario's emissions testing program (Drive Clean) checked exhaust emissions but was eliminated in April 2019 for light-duty vehicles. You only need a safety inspection now, not an emissions test.
